Indiana lawmakers consider bill for casino relocation study

Legislators in Indiana are taking another look at casino licensing relocation through a possible study, according to a local news report in the Indiana Capital Chronicle.
Senate Bill 43, now in its second reading, previously required the Indiana Gaming Commission “to contract out” for license relocation study. This research would identify the top three Indiana regions for a possible casino license relocation.
An amendment to bill was accepted earlier to this week, stating an analysis would take place “subject to available funding.” The change would allow the study to examine two regions in Indiana, while striking relocation-specific language from the proposal.
The committee unanimously passed the amendment, according to the local report.
Indiana lawmakers recently killed Senate Bill 293, a proposal that Full House Resorts hoped would pave the way for the company to move its casino license to Allen County and relocate its Rising Star casino to the City of New Haven.
Rep. Ethan Manning pointed out during a recent hearing which area in the state has the “biggest hole” regarding a commercial casino presence.
Manning commented, “I think if you just look at a map of casinos in the state, it’s pretty clear the biggest hole in the market is northeast Indiana.”
He added, “The other thing that has been floated multiple times over the years has been an Indianapolis casino.”
Sen. Andy Zay, who wrote both SB 293 and SB 43, said he would support a study, even if the recommendation did not include northeast Indiana.
Zay commented, “Yeah. I mean, we’re here to represent the whole state, and I think that’s the genesis of this conversation.
“We have a way under-performing license that really has brought this conversation on. I think it’s incumbent upon us to look at our 13 licenses and make sure that those are being maximized, wherever that would be.”
