Virginia sportsbooks witness 2.1% decrease in AGR for September

The Virginia Lottery has reported the state’s sports wagering results throughout the month of September 2025, as operators currently conducting business in the Commonwealth witnessed a 2.1% decrease in adjusted gross revenue (AGR) for a total of $64.5m.
The vast majority of sports wagering in Virginia was conducted through online platforms, which accounted for nearly $63.6m of the total AGR generated for September 2025, but still represents a decrease of 2.6% year-over-year. Retail activity accounted for the remaining $891,650, which actually equates to an increase of 55.9%.
Virginia Lottery also reported a total handle generated throughout the state of $737.2m, showcasing growth of 18.5%, perhaps aligning with the start of the 2025-2026 NFL regular season. Mobile operators accounted for $731.5m of the state’s handle, having increased 18.3%, while retail operators took in just over $5.6m in wagers for a rise of 50.8%.
For September 2025, Virginia bettors managed to take home more than $667.4m in total winnings, equating to an operator’s win percentage of 9.46% across the monthly period.
Operators in Virginia also contributed $9.4m to the state’s General Fund allocation, as well as just over $241,700 to the Problem Gambling Treatment and Support Fund, which is overseen by the Virginia Department of Behavioral Health and Developmental Services.
The state currently places a 15% tax on sports betting activity for each license holder, with 14 mobile operators and three retail casinos authorized to accept wagers in Virginia as of September 2025.
