Mexico’s Deputies Committee approves higher taxes on betting and gaming

Mexico’s Finance and Public Credit Committee in the Chamber of Deputies has approved a fiscal reform package that increases the Special Tax on Production and Services (IEPS) across several sectors, including bets, lotteries, tobacco and gaming.
The bill, which has been studied by the Federal Government as a set of health taxes, raises the IEPS on betting and lottery activities from 30% to 50%, while introducing a new 8% levy on violent video games.
It also nearly doubles taxes on soft drinks, raising the rate by 87% starting in 2026.
Committee President Carol Antonio Altamirano said adjustments were made to the Government’s original proposal, including reducing the tax on nicotine pouches from 200% to 100% to avoid boosting illicit trade.
Lawmakers also approved measures exempting oral rehydration solutions that meet World Health Organization standards from the new beverage tax.

The package also includes amendments to Mexico’s Fiscal Code, granting tax authorities expanded powers to combat invoice fraud and strengthen enforcement against shell companies.
Now on its way to be approved or not by Congress, the reform would take effect in 2026 and form part of the 2026 Federal Revenue Law, which aims to boost public income and align fiscal policy with public health goals.
