The Brazilian Institute for Responsible Gaming (IBJR) has publicly endorsed the Government’s new rule preventing recipients of Bolsa Família and the Benefit of Continued Payment (BPC) from using social welfare funds for online betting.
According to the association, gambling should only be treated as a form of paid entertainment, never as an income stream or investment. Indeed, the IBJR has argued that financial awareness is key to ensure players understand the risks involved and the importance of responsible play, stating, “resources intended for subsistence should never be used for betting.”
The group believes the prohibition represents an extra layer of protection for vulnerable players and helps build a sustainable and responsible betting ecosystem in Brazil.
IBJR also underlined that illegal operators remain a significant risk, further warning that restrictive measures alone are not sufficient, as unlicensed sites continue to operate without offering consumer protections, leaving players exposed.

Strengthening regulatory enforcement and oversight, it added, is essential to address this ongoing challenge.
Elsewhere, IBJR also launched BetAlert last month, a new tool designed to help consumers identify which online betting platforms are regulated in Brazil, allowing players to check whether a site is properly licensed by the Ministry of Finance with the aim of reduce risks tied to unregulated operators.
