Argentina: Chubut Legislature extends Casino Club concessions amid debate

The extension of gaming concessions until 2031 has sparked strong political debate in Argentina’s Chubut Province.

The Legislature of Chubut has ratified an agreement between the provincial Lottery and Casino Club to extend the company’s gaming concessions. 

The deal, which passed with 19 votes in favor and 8 against, will see Casino Club maintain control of its gaming operations in the province until 2031.

As part of the agreement, the company committed to paying ARS8m, funds that will be allocated to infrastructure projects in the cities of Comodoro Rivadavia and Trelew. 

Supporters of the measure, including members of the governing Despierta Chubut bloc, argued that the arrangement ensures continued employment in gaming facilities and secures private investment for strategic public works at a time of fiscal strain.

Opposition lawmakers stressed that the agreement effectively hands Casino Club a new concession until 2046, not merely an extension as framed by the Government. 

Critics argued that approving such a deal six years before the current licences expire and without a competitive tender, is unprecedented and creates a “serious and concrete detriment” to provincial interests.

Some described the agreement as damaging and disproportionate in its benefit to Casino Club, accusing the Government of failing to safeguard provincial interests.

The controversy intensified over the timeline, as the current concession was not due to expire for several years. 

Despite these disputes, the majority pushed the bill through, framing it as a pragmatic solution to preserve jobs and secure funding for infrastructure in a challenging economic environment.
