Argentina: Chubut extends Casino Club concessions amid criticism

Ramiro Ibarra, president of Lotería del Chubut, defended a recent agreement with Casino Club that extends gaming concessions for up to 15 years in exchange for ARS $8bn ($5.4m)
According to Ibarra, the deal ensures that funds will be allocated to strategic infrastructure projects across the province, marking the first time a lottery agreement explicitly guarantees public works.
The agreement establishes that the extension applies to the concessions for “all gaming halls currently operated by Casino Club S.A. in the province, including the Comodoro Rivadavia Casino Hall, Trelew Casino Hall, Rawson Slot Hall, Playa Unión and Rada Tilly Seasonal Casinos, and their corresponding annexed halls, as well as the online gaming licenses linked to these concessions.”
Ibarra added, “The agreement marks a turning point. For the first time in history, a concession extension will result in concrete projects that will improve the lives of the people of Chubut. We are not talking about paperwork; we are talking about infrastructure that the province needs.”
He highlighted the contrast with previous administrations, stating, “In 2022, they collected ARS $780m and did not carry out a single project.”

According to him, the current agreement is designed to link casino revenues directly to the execution of essential works, including improvements in Comodoro Rivadavia’s stormwater drainage system.
In response to objections from provincial deputy Emanuel Coliñir, who described the agreement as “a concession disguised as an extension,” Ibarra maintained that it is a transparent mechanism, compliant with current law and provides tangible benefits for Chubut.
The agreement will be reviewed by the provincial legislature this week.
