IBJR launches ‘Goat’ campaign against illegal betting in Brazil

The Brazilian Institute of Responsible Gaming (IBJR) has launched a new campaign aimed at tackling the growth of illegal betting platforms in Brazil.
IBJR referred to the illegal operators as a “goat in the room,” underscoring the scale of the issue and the need for urgent consumer awareness.
Despite progress since federal regulation began earlier this year, the association warned that clandestine operators continue to be part of much of the national betting scene.
According to IBJR, nearly 80 companies are now licensed by the national Secretary of Prizes and Betting (SPA) but thousands of unlicensed platforms remain active across the country.
The campaign advises bettors to verify whether a site ends with the .bet.br domain, the marker of platforms authorised by the federal government.

Slogans such as “To play, there must be rules” and “Illegal bets won’t do” are being used to push the message.
Alongside educating consumers, IBJR also aims to alert authorities to the “alarming” numbers of the illegal sector and to counter misinformation around the regulated industry.
The institute emphasises that while regulation has created a safer environment, public education is essential to ensure players know how to identify legal platforms.
