Year-to-date: Brazil’s online betting and lottery taxes generate nearly BR4.8bn

Brazil’s Federal Revenue Service has announced that taxation on online sports betting companies and lotteries generated BR4.73bn in revenue during the first seven months of 2025.
Of that total, BR2.1bn came from lotteries and BR2.6bn from sports betting platforms. The figures suggest the Brazilian Government is on track to meet its forecast of at least BR10bn in revenue from gambling taxation this year.
The taxation framework for betting, sanctioned by President Lula in December 2024, applies to both operators and bettors.
It also establishes rules for the exploitation of the activity and defines how the resources collected are distributed among government sectors.
The distribution of funds follows the breakdown set by law: 36% for the Ministry of Sport and sports committees, 28% for the Ministry of Tourism, 13.6% for Public Security, 10% for Education, 10% for social security, 1% for Health, 0.5% for civil society organisations, 0.5% for the Federal Police Fund and 0.4% for the Brazilian Agency for Industrial Development.

The Government sees the betting and lottery sectors as important sources of revenue to strengthen the Federal Budget.
Currently, the rate for online betting is 12% of gross gaming revenue. However, the Government issued a provisional measure raising the rate to 18% starting in mid-November.
The measure is already in force but still requires approval by Congress to be made permanent.
