Rio de Janeiro regulates Video Lottery Terminals with mandatory Pix payments

Rio de Janeiro has established guidelines to regulate Video Lottery Terminals (VLTs), betting kiosks and terminals, which will be paid exclusively through Pix.
The measure, aimed at modernizing the sector and attracting investment, allows the installation of this equipment in various types of commercial establishments. VLTs will be permitted to operate in so-called sports bars, which offer an immersive experience for bettors.
Moreover, it aims to ensure greater traceability and security in operations, since accounts used must be linked to a CPF for Brazilian citizens, while for foreigners, payments must be associated with a passport number.
The policy, published in the Official Gazette by Governor Cláudio Castro will be managed and overseen by Loterj, the state’s official lottery.
Hazenclever Lopes Cançado, the regulator’s President, said: “This is not just a regulation. It is the consolidation of the largest regulated VLT market in the world, a milestone that brings modernity, security, responsibility and generates real opportunities.”
According to him, the project could create up to 65,000 direct and indirect jobs, in addition to boosting tourism in Rio de Janeiro with new entertainment attractions.
Although VLTs resemble slot machines, the Government emphasized that their systems are different. Unlike traditional slots, which lack central oversight and are prone to fraud, VLTs will be connected to a real-time monitoring center with certifications and independent audits, ensuring transparency and control.

The decree sets out stringent security requirements for the use of the machines. Access will be restricted to adults, who must log in using a QR code and multi-factor authentication. The process will require biometric facial recognition combined with an additional verification method, such as a password or token.
In addition, every interaction with the terminals will be automatically stored in log files, creating a detailed record of user activity. These logs will be available to auditing and regulatory authorities, underscoring the government’s pledge to ensure transparency and safeguard consumers.
