Brazilian Minister Macaé Evaristo, responsible for Human Rights and Citizenship, has backed a bill currently under discussion in the Chamber of Deputies, aimed at safeguarding the rights of children and adolescents on social media and digital platforms.
In an interview on the program “A Voz do Brasil,” she explained that Bill 2628 incorporates elements already endorsed by the National Council for the Rights of Children and Adolescents (Conanda) and is seen as a first step toward legislating for online behaviors that are considered crimes in the physical world.
She stated: “The project primarily addresses parental supervision, meaning how families can have mechanisms that allow them to control the type of content children and adolescents can access.
Currently, the bill, which is authored by Senator Alessandro Vieira, has already passed the Senate and is now under review in the Chamber of Deputies.
Evaristo also highlighted another aspect of the bill concerning “rewards” in games and apps, emphasizing the need to separate these from gambling and monetization mechanisms.

She said: “Often, a child enters a child-friendly gaming environment and gradually moves into a space of betting. It is necessary to objectively distinguish what is play, what are children’s games and what is a monetized environment.”
On broader initiatives, the minister mentioned that the Government is preparing another, more comprehensive bill to be submitted to Congress, including issues related to child influencers.
She added: “Characterizing this process is important for holding content creators, families and platforms accountable.”
