Brazil: Loterj prepares to finalise VLT regulation

The Rio de Janeiro state lottery met with international gaming tech firm WA.Technology to present its VLT control platform.

The Rio de Janeiro State Lottery (Loterj) has confirmed that regulations for Video Lottery Terminals (VLTs) in the state are nearing completion, following a strategic meeting with supplier WA.Technology.

Loterj President Hazenclever Lopes Cançado stated that the final rules will offer a secure and transparent framework for VLT operations in the state. 

He described the regulation as modern and structured, aiming to ensure full operational control, player protection and public benefit through proper allocation of gaming revenue.

According to Cançado, “in the coming days, we will present clear and exemplary rules for VLT operations. Rio has got the potential to become the biggest VLT market in the world and Loterj is prepared to conduct this process with innovation and responsibility.”

WA.Technology’s representatives presented a platform designed to monitor VLTs continuously, adapt to different system architectures and provide real-time operational oversight. 

The system also includes tools to address anti-money laundering, problem gambling and compliance irregularities.

Marques Júnior, who previously led Caixa Loterias, commended Loterj’s clarity, noting the agency’s assertiveness in prioritising regulatory outcomes that benefit the public.

The meeting was also attended by Loterj Vice President Fabíola Esteves, who emphasised the agency’s focus on aligning with international best practices and using technology to reinforce transparency and accountability.
