AGCO revokes lottery registrations tied to unapproved gambling machines

The Alcohol and Gaming Commission of Ontario (AGCO) has revoked the lottery seller registrations of several convenience store operators in the Greater Toronto Area after discovering unapproved gambling machines on their premises.
The devices, branded under the name Prime Slot, were found in locations accessible to children and youth.
According to the AGCO, these machines resemble traditional slot games and primarily rely on chance, despite claims from some manufacturers that they are skill-based. Such unregulated terminals have increasingly appeared across North America in recent years, often circumventing local gaming laws.
The regulator stressed that these types of machines undermine its commitment to ensuring gambling activities meet standards of integrity, public safety and responsible access.
“Unapproved gambling machines have no business being in convenience stores or other locations, particularly those that are available to children and youth,” said Dr. Karin Schnarr, AGCO’s Chief Executive Officer and Registrar.

Retailers served with a Notice of Proposed Order have 15 days to appeal to the Licence Appeal Tribunal.The agency said it will continue enforcing these provisions to safeguard consumers and preserve trust in Ontario’s regulated gaming environment.
The AGCO has authority to refuse or revoke registrations if there is reason to believe that an applicant or registrant will not act in accordance with the law or the public interest.
