Maryland regulator recommends Intralot for LCMCS contract

This would be for 10 years with a three-year renewal option.
Key Points
- Three companies are vying for the contract
- The Gaming Control Commission said they all meet the regulatory requirements but determined Intralot was the ‘most advantageous’
The Maryland Lottery and Gaming Control Commission has recommended that Intralot be awarded the new Lottery Central Monitoring and Control System (LCMCS) contract.
The regulator said in a statement, “The Commission’s approval is an intermediate step in the process of awarding the contract. Additional State approvals are required before a contract is awarded.
“The evaluation committee determined that Intralot’s proposal was the most advantageous to the State, which is the standard by which State contracts are awarded. That determination was reviewed and approved by Maryland Lottery and Gaming’s Procurement Officer and the Agency’s Director prior to being presented to the Commission for its approval.”
Three companies are currently up for consideration. IGT Global Solutions Corporation and Scientific Games have also expressed interest in the contract.
Scientific Games holds the current agreement with the state of Maryland, which expires in May 2027.
The next vendor selected would manufacture self-serving vending machines and counter terminals that sell lottery tickets to players around the state through 4,300 Maryland Lottery retailers. The company would also create software to run the system and perform accounting functions, along with other related services.
This agreement would be for 10 years and would include a three-year renewal option. The new contract must be approved by the Board of Public Works before an official selection can be made.
Retail sports betting has been legal in the state of Maryland since 2021. The state opened its online sports wagering market in 2022.
