Brazilian football clubs release statement regarding gambling advertising bill

Key Points
- The clubs believe the standard’s prohibition is disguised as a limitation
- Senator Carlos Portinho recently presented the bill to lawmakers
Several football clubs in Brazil have weighed in on a discussion a bill that would put commercial limitations on ads placed by operators on sporting events.
Bill No. 2,985/23 was recently presented by Senator Carlos Portinho.
Football clubs in the region released a joint statement on the bill, claiming this “is a prohibition disguised as a limitation.”
The group also outlined the potential financial impact of the bill.
They said in their joint statement, “As stated by a significant number of football clubs in Brazil on two previous occasions, during the public hearings on the subject held by the STF and the Senate, such limitation, if not adjusted, will result in the financial collapse of the entire sports ecosystem and, in particular, of Brazilian football.
“The Brazilian sports segment will lose approximately R$ 1.6bn per year as an immediate consequence of the eventual entry into force of Senator Carlos Portinho’s Substitute, if approved.”
The group warned that smaller clubs could be affected the most.
They said, “The serious financial losses will be quite significant for the big clubs. However, what is even more cruel in the Substitutive is that these new rules may be definitive for the survival of smaller clubs, which also carry out important social work and carry the affective bond of their collectivities in the regions where they are based.”
Brazil opened its regulated iGaming and sports betting markets on January 1.
