Paraguay approves new law to end gambling monopoly

The National Gaming Commission believes the move will increase tax revenue and attract private sector investment.

Paraguay has officially enacted Law No. 7348/2025, ending the long-standing gambling monopoly and implementing a new regulatory framework aimed at increasing market competitiveness and tax revenue. The updated law modifies legislation dating back to 1997, granting private operators direct access to the market through a defined and decentralised regulatory process.
The reform establishes Paraguay’s National Gaming Commission (Conajzar) as a decentralised entity under the National Directorate of Tax Revenue (DNIT) and, with that, Conajzar will now oversee the authorisation, regulation and supervision of games of chance both offline and online nationwide, with support from DNIT and other governmental representatives.
According to Conajzar President Carlos Liseras, by creating a more transparent and efficient regulatory framework, this change will modernise the sector and prioritise player protection. He emphasised that Paraguay’s low tax burden, combined with the new transparent legal structure, will place the country as an attractive destination for regulated gaming investment across Latin America.

The new law also reinforces operator eligibility as licensees must meet strict criteria, including proven experience, financial capability and no outstanding legal issues locally or abroad. Additional requirements apply to infrastructure and equipment: all gaming systems must be certified and establishments must be located at least 200 metres from educational institutions.Conajzar will maintain direct communication with both local and international stakeholders to ensure compliance and foster industry growth.
