Brazil’s SPA-MF launches public consultation on 2025-2026 Regulatory Agenda

The Secretariat of Prizes and Betting of the Ministry of Finance (SPA-MF) in Brazil has officially launched a public consultation for its 2025-2026 Regulatory Agenda, including a 45-day window for multiple groups to make written contributions towards the agenda.
The public consultation will be through the Participa + Brasil platform and allow experts, sector entities and citizens to make written contributions through March 27. There will also be a public hearing held on February 21, which requires online registration for attendees.
The first stage of regulation for Brazil’s fixed-odds betting market was completed during 2024, leading to an official launch on January 1, 2025. Once the market was officially live, the process of applying and further evaluating the regulations began.

The publication of the 2025-2026 Regulatory Agenda is set for April 4, which has already begun taking into account the contributions collected throughout the consultation period.
In addition to the theme of betting, other points of interest on the Agenda for the SPA-MF include the regulation of commercial promotions, the Exclusive Instant Lottery and the capture of popular savings.
